The most often asked question in IRC is probably How to speed it up?. The best answer you can give in a couple of lines is It depends on ..., so let's see what it depends on and how to find the best Settings:
- The speed of your Internet Connection
- Your Operating System and Type of Connection
- The speed and RAM of your System
- Your Good Will of uploading
In general, there is no such thing as an optimal Setting for everyone. Even if you give someone all that information, there is a great deal of try and error to get good speeds. There will be a list of good settings to start trying with, soon.

Speed of Internet Connection
Uploading
The upload settings are important, even when you are cheating and stop downloads as soon as they are finished (shame on you). You should make sure you can give at least 4 kilobytes to each peer you upload to.
Most of the time, it's best to reduce your uploading to 70-80% of your maximum upload rate. It will help you to surf the web and speed up the downloads in Azureus, because you need some upload for downloading data like web pages or torrents. So if your max upload is 32 kilobytes/sec (or 256 kilobits/sec) that would be 24 kilobytes/sec for Max upload speed (globally) in the Azureus configuration, Transfer Tab.
As in the general rule saying 4 kilobytes per peer this will give you 24 uploads in general. I like to use 3 Uploads per active torrent, but this can be changed, on a per torrent basis, if your upload speed isn't fully used. Default max uploads per torrent is set in the Azureus configuration, Transfer Tab, too.
When you divide your Max upload speed by the Default max uploads per torrent times the minimum speed to a peer, you get the best setting for Max active torrents (24 / (3*4) = 2) in the Azureus configuration, Queue Tab. This will give each torrent you are downloading / seeding the best upload until it is finished.
Downloading
The Downloads are not as easily optimised as they depend greatly on your peers and the seeds. If you followed the steps above and still have bad downloads (like less than 25% of your max download) it is probably due to missing peers or you forgot to enable PortForwarding on your router or firewall.

Azureus is written in (and run under) Java. Java programs use lots of RAM and CPU. If your PC is more than a few years old, Azureus will probably take up lots of your system resources. You should have at least 256 MB RAM.
Things get particularly bad if your "working set" (amount of data actually used regularly by all your running programs, including the OS) is bigger than the amount of RAM in your computer, as the OS has to continually swap data between RAM and the hard drive.
